Cosmos Business Systems Group: Leading the Way in Digital Transformation in Greece and Cyprus – With a Vision, Projects, and Proposals

At a press conference for media representatives, the Chairman and CEO of the Cosmos Business Systems Group, Mr. Dimitris Dafnis, presented the results for the first half of 2025, the Group’s strategic investments, and its vision for digital transformation in Greece and Cyprus. At the same time, he put forward realistic proposals for accelerating and ensuring the sustainability of IT projects in the public and private sectors.

Financial Data & Growth Potential

  • Impressive revenue growth in Greece and Cyprus, with 85% of the annual target achieved by the first half of 2025. For 2024 compared to 2023, sales (consolidated) reached €77.1 million (+12.3%), with EBITDA at €5.65 million (+18.8%) and Earnings Before Taxes at €1.64 million (+41.1%).
  • Steady improvement in profitability and operational efficiency, with a project portfolio—backlog—exceeding €150 million.
  • The company expects revenue of over €100 million for 2025 (up from €77 million in 2024)—a 32% increase—and €6.8 million in EBITDA (up from €5.7 million in 2024)—a 20.5% increase.

Regarding the Group’s overall performance and positioning, Mr. Dafnis stated that “… Greece and Cyprus have seen significant sector-specific economic growth, which has contributed decisively to the increase in revenue and profits. This upward trend is expected to continue, under certain conditions, into the next period through 2027, at least, due to the government’s strategic choice to support the country’s digital transformation, which, however, requires a package of interventions, as we are now in the final stretch…” as he characteristically stated.

New Projects Awarded to the Group in the First Half of 2025

The Cosmos Business Systems Group has achieved significant success in public and private tenders, securing new contracts with a total value of over €70 million:

  • Thorax (in partnership with NOVA): €50M – Project of strategic importance
  • WiFi4GR: €4M – Nationwide connectivity infrastructure.
  • AADE Digitization: €7M – Modernization of critical IT infrastructure.
  • CYTA Cyprus: 3-year managed services contract.
  • Cybersecurity for Cypriot Universities: €4.5M – CBS IT Systems Cyprus.
  • Hellenic Gaming Authority (in partnership with Grand Thorton): €0.8M.
  • Marina Flisvos Network / Lamda Development
  • PPA Network Infrastructure

These projects reinforce the Group’s position as a highly reliable technology provider and generate steady recurring business across all sectors.

In the area of new investments, Cosmos has invested and continues to invest in the following sectors as part of its investment program:

  1. CoRe AI: Innovation with Greek Added Value

CoRe AI, a product of Cosmos’ subsidiary NovelCosmos, is already being prepared for deployment in public and private sectors, offering:

  • Automated decision-making
  • Process optimization
  • Enhancing productivity and the customer experience
  • Infrastructure Investments 2025–2026
  • New AI Data Center in Thessaloniki, set to go live this July.
  • Expansion of proprietary infrastructure in Athens, Thessaloniki, and Cyprus, in full compliance with green IT standards.
  • 24/7 Security Operations Center (SOC) with threat intelligence and incident response capabilities.

Leading Position in Cyprus

CBS IT Systems Cyprus is establishing itself as a leader in providing ICT and cybersecurity services to the public and education sectors, thereby strengthening the Cypriot economy and its technological ecosystem. The key flagship projects of the first half of the year were the 3-year contract with the Cyprus Telecommunications Authority (CYTA) for Cisco Meraki to provide equipment and managed services nationwide, IT and Cyber Security projects at all public universities in the country for the next 3+ years, and projects in the Cypriot banking sector, which is experiencing significant growth.

Challenges in the Digital Projects Market

In his remarks, Mr. Dafnis highlighted a number of critical challenges that affect the success and implementation of ICT projects:

  1. Delays in approvals and permits. Project cancellations. Issues with court rulings regarding contractors that alter the framework of tenders.
  2. Lack of internal preparedness among agencies.
  3. Inadequate, general, or overly specialized technical specifications that do not align with the nature of the project
  4. Lack of specialized resources and staffing within companies
  5. Incompatibility with existing information systems. Interoperability issues with existing legacy systems
  6. Problems with project financing due to the suspension of payments

At the same time, he presented specific proposals to address these issues, such as the establishment of fast-track mechanisms, assessing readiness by organization, standardizing technical specifications, creating a National Register of ICT Partners, and providing for funding schemes to continue projects after the RRF expires.

Strategic Vital Space & Goals by 2030

Cosmos placed particular emphasis on defining its vital space and stated that it will strive in the coming period to have:

  • A strong presence in the vital field of digital transformation in which the company operates, with a foothold in key governmental and C-level decision-making circles in the private sector.
  • Participation in projects worth €430 million by 2030, of which €300 million in the public sector and €130 million in the private sector.
  • Vertical integration of personalized solutions per client using AI, with a focus on experience and added value, creating benefits for each client individually.
  • Sales repeatability, i.e., the creation of a recurring business pipeline that will ensure stability and growth in the future.
